Cabinet Approves New Round of SIM Registration Exercise to Address Security and Fraud Issues

The Communication Minister, Samuel Nartey George, has revealed that Cabinet has approved a completely new SIM registration exercise following a thorough review of the previous process. The previous registration faced challenges such as weak biometric enforcement, data inconsistencies, and fraud. The new system will require mandatory biometric verification and place the National Communications Authority (NCA) as the central repository for SIM registration data. A Central Equipment Identity Register (CEIR) will also be introduced to block stolen or fraud-linked devices.

 

Regarding 5G, the Minister disclosed that Cabinet approved the removal of the exclusivity clause from the previous wholesale 5G framework, allowing for a competitive spectrum auction. The revised framework will support a network-based rollout, enabling widespread 5G deployment across operators. While telecom operators supported the new approach, they highlighted concerns about the high costs associated with 5G, such as spectrum acquisition and infrastructure upgrades, urging for reasonable pricing and efficient regulatory approvals.

 

The meeting between the Ministry, NCA, and telecom operators also addressed the broader goals of improving national security, service quality, and accelerating Ghana’s digital transformation. The next steps include finalizing the revised Legislative Instrument for SIM registration and publishing auction documentation for the 5G spectrum, with technical engagements set to refine the implementation framework for both initiatives.
