Mahama Decries Abuse of Six-Month Rent Advance Cap; Commissions ‘Green City’ Project.

President John Dramani Mahama has issued a stern warning to landlords who continue to flout the country’s rent laws, specifically the six-month cap on rent advance payments.

​Speaking at the sod-cutting ceremony for the Green City Project in Dedesua, the President expressed concern that weak enforcement and the desperation of house-seekers have allowed unfair rental practices to thrive despite existing legislation.

​President Mahama noted that while a dedicated Rent Court exists to prosecute offenders, a culture of silence prevents the law from taking its full course.

​“Unfortunately, both the house owner and the prospective tenant are often not prepared to report these cases,” the President observed.
“The tenant just needs a place to lay their head, and the landlord wants money to invest. Our goal is simple: fairness, protection, and dignity for all tenants.”

​To further address housing security, the President reaffirmed the government’s commitment to the National Home Ownership Fund, which provides long-term financing for retirees to ensure they have stable housing after years of public service.

​The Minister for Works, Housing, and Water Resources, Kenneth Gilbert Adjei, described the Green City Housing Project—located in the Bosomtwe District—as a strategic national investment rather than a political tool.

​“This is not about building for the next electoral cycle,” Mr. Adjei stated. “It is about building for generations yet unborn. The true measure of success will be the lives transformed and the communities created.”

​The Minister highlighted several key pillars of the project, Which include ​Sustainability, designed to meet global environmental and climate challenges, integrating green building principles as discussed during the 2025 Ghana Green Building Summit, A collaborative effort led by the State Housing Company Limited.

In addressing the Deficit, ​Ghana continues to struggle with a significant housing deficit, with demand consistently outpacing supply and leading to overcrowded living conditions.
Minister Adjei acknowledged these hurdles but emphasized that the Green City Project marks a shift in the national narrative.

​The Minister also paid tribute to the Asantehene, Otumfuo Osei Tutu II, for his personal commitment to the project, noting that the Monarch’s support has been a vital source of inspiration.

​The Green City Project is expected to serve as a blueprint for future developments, combining modern living with environmental consciousness to provide affordable, dignified housing for Ghanaians.
