DVLA Announces Mandatory Replacement of PVC Driver’s Licenses with Smart Card License

In compliance with Regulation 33(7) of the Road Traffic Regulations, 2021 (LI 2180), the Driver and Vehicle Licensing Authority (DVLA) has announced that all holders of Polyvinyl Chloride (PVC) driver’s licenses issued before September 2017 are required to replace them with the new smart card driver’s license.

The replacement process will commence on September 17, 2023 and will continue until March 31, 2024, after which all PVC driver’s licenses will be deemed invalid by the authority. This measure aims to enhance road safety and streamline the licensing system to meet modern standards.

To facilitate the replacement process, applicants are required to fulfill the following requirements:

1. Mandatory Eye Test: All applicants must undergo and pass a mandatory eye test at any DVLA accredited eye test center. The test is crucial in ensuring that drivers meet the visual acuity standards for safe driving.

2. Personal Appearance: Applicants should present their current PVC driver’s license in person to the nearest DVLA office for verification and replacement. This step is necessary to confirm the applicant’s identity and update their information in the database.

DVLA officials are dedicated to providing efficient service during this transition period. They will guide applicants through the necessary procedures and ensure a smooth replacement process.

The general public is advised to take note of this important development and act accordingly. Failure to replace PVC driver’s licenses with the smart card version by March 31, 2024, will render the old PVC licenses invalid for official use.
